建立優良的教科書審定制度

為了因應社會變遷和教育改革之需要，中小學教科書採取分階段方式全面開放為審定本，已是當前重要教育政策。在此政策下，所有教科書均必須送由國家審定合格方可由學校還用。面臨全新的教科書發展局面，既有的教科書審定制度需要重新建構，始能提高教科書品質。本文乃針對教科書審定的目的、組織、人員、時程、送審方式、審查標準、執照有效期限及研究發展和改革，提出改進之道。

In responding to the need of social change and educational reform, textbooks of elementary and secondary schools have been gradually open to commercial publishers to participate. However, the commercial textbooks have to be approved by textbook review committee organized by the Ministry of Education in order to sell to schools. This paper is to examine problems of current textbook review system, and point out ways to improve in following aspects: purposes, organization, committee members, procedures, evaluation criteria, time schedule, research and development mechanisms for a good textbook review system.
