教育部於民國87年開始推動「擴大內需方案」總共投入64億7千餘萬元以充實國民小學資訊設施,預計在88年6月底,全國2500所國小都有電腦教室並連上網際網路。本研究即是透過「擴大內需方案」的執行,針對台北市各國小資訊教育工作者進行問卷調查。主要研究目的有五點:(一)研究我國國小資訊教育政策執行的現況;(二)分析圈內外相關文獻與國外實施經驗;(3)調查國小資訊教育人員對「擴大內需方案」執行的意見與建議;(四)探討影響政策執行的過程與評鑑指標;以及(五)提出適合我國國小資訊教育政策執行的理論模式與相關指導原則。本研究希望給由國民小學執行政策人員的角度,來修正目前資訊教育政策執行的方式,進而提出適合於我國國民小學資訊教育政策執行的理論模式。
Information education has spread throughout Taiwan. It could be used as a promising means to promote national competitive power. Since there are few research projects devoted to this area, this thesis focuses its efforts on the execution level of information education policy for elementary schools in Taipei. The main research goals include: (1)To study the current status of information education policy executed in elementary schools in Taipei; (2)To analyze reference models and related theories from academic literature; (3)To investigate the execution results of the ”Spread of Internal Needs” project; (4)To explore the process and evaluation criteria of the information education policy execution: and (5)To elaborate a model of information education policy execution and related guidelines suitable for elementary schools in Taiwan. To complete this thesis, the researchers take various viewpoints from the management level, execution level, and information teachers. In the light of current status and problems regarding information education policy execution, this paper offers a model and a set of principles for executing information education policy.
