人權教育的課程與教學:一個重要卻受忽視的新興議題

The Curriculum and Instruction on Human Rights Education: An Important but Often Neglected Issue

摘要


聯合國將一九九五至二○○四年訂為「人權教育十年」,凸顯人權教育或人權本身受到國際社會的重視,具有普世認同的重要性。教育部預定於九十學年度開始實施九年一貫課程綱要, 將兩性、人權、環境及資訊教育等新興議題,融入各學習領域,反映出這一波課程改革掌握社會脈動及符應世界潮流的特色。雖然,人權教育也躋身其中,但是,相較於其他的新興課題,人權或權利概念卻常遭到誤解甚至忽視。本文即針對九年一貫課程新興議題中人權教育的課程規劃,說明人權教育推動之背景、在教育改革的地位、融入式課程規劃及實際教學設計之方向,藉由人權教育是什麼?教什麼?如何教?等問題的思考,提出融入式的課程規劃及教學設計,期望人權教育成為一般學習領域和日常生活中所關注的議題,而不再是疏遠、空泛的名詞;藉由人權教育的傳散,使人權文化及人權內容成為落實教育改革、形塑教育本質的核心議題,並能深植於社會,成為迎向新世紀的文化轉型契機。

Though the importance of human rights education is significant and has been recognized worldwide, many suspect the idea of human rights to be the cultural heritages of Western societies and thus irrelevant to Taiwanese society. The purpose of this paper is to introduce human rights education as one of the major issues in the National Curriculum Guideline for the nine-year compulsory education. In this sense, the following questions will be the discussed targets: What /how should human rights education in schools be defined and implemented? What constitutes a good human rights education curriculum? What /how should human rights be taught per age group?The background of implementing human rights education will be addressed. Then, the development of curriculum and instruction on human rights education will follow. Through teaching and learning in an integrated curriculum on human rights education, the value of human rights will hopefully be practiced and planted in our daily life. It is hoped that human rights will become the main mechanism of cultural reconstruction in order to face the new millennium.
