A balanced reading instruction is an approach which combines whole language and phonics to fit the students' individual needs. It is built on sound research and a comprehensive view of literacy. A lot of research proves that the balanced reading instruction is helpful to students' learning. The guidelines of nine-year integrated curriculum in English teaching emphasize the importance of phonics, the meaningful and situational learning. This emphasis matches the balanced reading instruction approach. Therefore, issues about the balanced reading instruction will be discussed in this article. Furthermore, the researchers try to construct some principles of the implementation and provide a teaching design of the balanced reading instruction.
