摘要

近年來，東協（ASEAN）受到區域化與全球化的衝擊相當大，尤其是受到1997年金融危機的重挫，再加上中國大陸的政經實力日益壯大，相對地也促使東協的兩岸發展策略產生了變化。在中國大陸「一中原則」的政治立場與臺灣「南向」發展的經貿關係下，東協對臺海兩岸之發展呈現出動態的決策模式。本文內容包括四個部分：一是分析全球化與區域化的發展關係與邏輯；二是分析東協全球化與區域化策略的立場與原則，以及東協的發展策略應用；三是討論東協對臺灣之全球化與區域化發展策略與選擇順序，以及臺灣回應的策略優先順序；四是討論東協對中國大陸之全球化與區域化發展策略與選擇順序，以及中國大陸回應的策略優先順序。

In recent years, ASEAN has faced great challenges and impacts from the development of regionalization and globalization, especially frustrated by 1997 financial crisis and threatened by the rising power of China. All these changes have been forcing ASEAN to alter its cross-strait development strategies. Under the principle of ”one-China” from China and ”Southward Policy” from Taiwan, ASEAN has adopted dynamic decision model of development strategies toward Taiwan and China. Basically, there are four major parts in this paper. The first one is to analyze the development relations and logics between globalization and regionalization. The second one is to deal with the position and principle of ASEAN’s global and regional development strategies. The third one is to discuss the choice order of global and regional development strategies for ASEAN against Taiwan and also to see Taiwan's response for ASEAN's strategies. The last one is to examine the choice order of global and regional development strategies for ASE AN against China and also to see China's response for ASEAN's strategies.
