Complaint Letters and Calls System in China has been served as a kind of political participation and an administrative remedy. Although this system functioned well in the planned-economic era, it contains certain shortcomings, and it cannot fit in today's market economy system. It makes people loosen their political identity with the country. Faced by the difficulties caused by this system, some suggest to strengthen it's functions, while others suggest to limit them, even to cease their existence. This article tries to apply Lewis A. Coser's Social Safety Valve Theory to the analysis of Complaint Letters and Calls System-should the system continue to exist?
