台北市南陽特區機車路邊停車收費試辦前後比較分析

Before and after Study on the Effect of curb-side Parking Fee for Motorcycle in Nan-Yan Area of Taipei

摘要


機車被視為是都市交通的亂源,長久以來機車停車未受重視,普遍認為機車隨處可停。隨機車數量的增加,臺北市之機車停車已不若以前容易,部分地區機車停車更是一位難求,導停車秩序紊亂,機車塞滿人行道與騎樓,嚴重影響行人通行與市容觀瞻,甚至於危害公共安,因此機車停車問題已成為臺北市迫切需要改善的課題之一。臺北市南陽特區位於市中心,近台北火車站,因補習班林立,學生出入頻繁,又附近商業活動密集,因而機車停車問題嚴,臺北市政府擬將南陽特區納入優先實施機車停車收費管理之範圍。本研究配合「台北市機停車收費管理策略之研究」,針對此一收費措施進行事前事後比較分析與民眾問卷調查評估。分析結果顯示此一試辦計畫獲致良好的結果。由此成功經驗可以整理出推動機車停車收費之關作業程序及配套措施,作為未來臺北市在其他地區持續推動機車停車收費管理策略之參考。

Motorcycle parking on the pedestrian sidewalk has caused serious traffic safety problem as well as public security problem. Therefore, for remedy the problem, to manage the motorcycle parking through involvement of parking fee policy will be necessary, especially, with respect to the becoming more and more difficult parking situation of motorcycle. The Nan-Yan area locates at center of Taipei and near Taipei main railway station. Due to its highly dense commercial activities and student traffic, the motorcycle parking problem on the pedestrian space is seen as the first serious issue to be treated. Therefore, the Taipei city government decided to conduct a pilot project to implement the parking fee policy for curb-side motorcycle parking. This study is to conduct a before and after study to investigate the effect of the implementation on the parking demand and supply, furthermore, to understand the public reaction to such policy. The results illustrates the pilot project to conduct the parking fee policy in this area is very successful. The conclusion should be useful for further reference to spread the parking fee policy to other places.
