亞洲矽谷(新竹市)道路交通安全策略與實務探討

摘要


上海世博會「臺灣館」於2010年展覽結束後,跨海落腳於新竹市,新竹市並規劃成立「世博臺灣館產創園區」,預定於2012年完成設置及營運,其後世博臺灣館將成為新竹市的亮點。而新竹科學園區於1980年設立後,歷經30餘年的發展,已使新竹市成為台灣地區科技的重鎮。新竹市向以「國際化」、「科學化」及「生活化」為發展之願景,以期提升城市之國際形象,然而,依據統計資料顯示,新竹市2010年每十萬人道路交通事故傷亡人數1,863的人(臺灣地區平均值為1,281人);每日發生有人受傷交通事故件數15.7件,年有7千人因交通事故受到傷害。比較起新竹市2010年全年暴力犯罪發生率16.7件(每十萬人暴力犯罪發生件數)及全年暴力犯罪發生數僅的件而言,因發生幼童事故造成人員傷亡,遠遠甚於暴力犯罪事件。另外,新竹市每萬輛機動車肇事數為144.7件,遠高於臺灣地區之平均值102.1件。雖然調查發現多數道路事故屬於可避免的人為因素,但道路交通安全事涉政府多個部門,屬公共安全重大議題,民眾因交通事故造成的傷亡,常為不可承受之重。另依據2012年3月國內人口成長統計分析資料,新竹市人口成長率為14.65%,高於全國平均數9.38%,並為全國人口成長率最高縣市,足見其為具有特展潛力的小都會城市。再依據我國人口對於車輛持有率統計分析資料,新竹市小客車持有率為28.8%、機車持有率則高達64.8%。此外,2010年新竹市平均每人享有道路面積為11.44平方公尺,遠低於台灣地區平均每人享有道路面積21.56平方公尺。種種不利的客觀條件因素及統計數字,對於從事道路交通安全的工作者而言,無疑是更為艱鉅的挑戰。
