A Developmental Strategy for Cultural Tourism in Tainan, Lukang and Monga

摘要

18世紀，清代乾隆年間對台灣採取開關納稅政策，大批移民渡海來台，台南、鹿港與萬華因地處海港的地緣關係，成爲台灣最早開發的地區。現階段政府開放大陸來台觀光政策，陸客受到團進團出限制，仍然偏重選擇環島旅行路線，尚未發展至深度旅遊階段，政府有意開放自由行的目標，對於一府二鹿三艋舺，具有兩岸的歷史淵緣關係，能否變成台灣文化觀光的「領頭羊」，有相當大的挑戰性。
台灣政府將文化創意產業形成政策，如何以文化創意等政策帶動三個地區的文化觀光事業，成爲本研究的動機與目的。經由實地調查工作，採取專家訪談的研究方法，認爲一府二鹿三艋舺確實擁有發展文化觀光的先天條件。本研究認爲，經由產學之間的合作關係，運用文化創意產業政策，實施跨領域設計與永續發展的概念，將「台南」定位爲台灣文化的發展起源，「鹿港」形塑爲台灣文創產業的展示舞台，「萬華」呈現台灣早期素民的生活櫥窗。確實有助於未來完成三個地區文化觀光的環境整備工作。

During the Qianlong Period of the Qing Dynasty in the 18th Century, the development tax policy was applied on Taiwan with a large amount of immigrants arriving in Taiwan. Tainan, Lukang and Wanhua were the first developed regions due to their geological locations close to a seaport. Due to the limitations of incoming and outgoing tourist groups from China to Taiwan in the current tourist policy established by the government, the selections of touring routes focus mainly touring around the island instead of in-depth touring. With the government intending to allow semi-independent travels in the future, it will be a challenge whether Tainan, Lukang and Monga will become the bellwether of Taiwan's cultural tourism with their historical relationship between Taiwan and China.
The Taiwan government has transformed cultural and creative industry into policy, and the motive and objective of this research is to probe how the cultural and creative policy will stimulate the cultural tourism business of Tainan, Lukang and Monga. After actual field investigation interviewing experts as the research method, it is believed that Tainan, Lukang and Monga indeed possess the innate criteria for developing cultural tourism. This research believes that through the industry-academia collaboration, and the application of cultural and creative industry policy, the concept of sustainable management and cross-field design can be implemented. For example, ”Tainan” is the origin for cultural development in Taiwan, while ”Lukang” creates the performance platform for Taiwan cultural and creative industry, and ”Wanhua” exhibits people's lifestyle during the early days in Taiwan. This will indeed facilitate environmental preparations for the completion of cultural tourism of Tainan, Lukang and Wanhua in the future.
