在台灣重劃區內推動人本環境優化,主要工作是在原有道路內空間做調整。這似無爭議的工作卻引發各種不同的意見,這背後涉及制度、社會與空間各面向的議題。中壢的商業核心從原本的老街區,逐漸發展到中壢車站。海華特區,由原本六和集團用地在工業廠區遷移後透過都市重劃重新發展;近年來適逢中壢捷運系統的興建、商業型態的改變以及水岸空間串連,促使海華特區發展成新興的商業核心。這變遷過程中原本的街道也面臨周邊環境改變及地方新需求;在不同使用者的要求下進行必要的提升及改善。與居民在不同需求與議題的溝通;成為在此推動人本優化最核心與關鍵的工作。本文以中壢海華新都心為例,從檢視計畫法令、形態發展、街道界面量化分析及人本計畫推動過程紀錄;探討規劃制度、社會經濟與行政執行各面向的議題並提出建議。
To promote human-orientated (pedestrianised) projects in a planning and replotting area, making re-adjustment sections for original streets are major tasks. Those tasks seemed simple without conflict but occurred several arguments which complexed with institutional, social, and spatial issues. In Chung-Li, the local commercial core was started from Old Streets, and then transferred to Chung-li Railway Station surrounding area. Hai-Hua New Town Area was replotting and redeveloped from the original LIO-HO Industrial site. Currently, Chung-li MRT developing, transforming commercial types and waterfront reconnections, all support Hai-Hua New Town has been being developed as a new rising commercial core. In this transforming, the original local streets also need to be upgraded to adopted environmental changing and various local new requirements. To communicate with residents between different needs and various issues become the major and key task to promote human-orientated (pedestrianised) projects in this area. This paper focus on the Hi-Hua New Town Area, applies planning legitimate-review, typo-morphological approach and street interface quantitative study and behaviour observation to analysis those arguable issues from planning, socio-economic and policy enforcement aspects; and suggestions also provided.
