參與莫拉克救災護理人員之經驗

近年來世界各地災難頻傳且無法預期，傷病患者需要不同程度的醫療照護，台灣於2009年8月7日受莫拉克颱風帶來重大災情，許多護理人員紛紛投入救災工作，成為災難救援中不可或缺的角色，災難護理的準備與訓練已成為時代趨勢。本研究期望藉由焦點團體訪談引導護理人員就參與莫拉克風災救災過程，說出對救災經驗的觀點與看法，以作為往後救災工作之參考。邀請南部某區域醫院10位參與救災的護理人員，於2009年12月共進行二次，每次約90分鐘的焦點團體訪談，逐字稿資料以內容分析法進行編碼分析，並加以歸納辨認出結果。護理人員在救災過程中的經驗可歸納出「感受災難驟變後的需求」、「救災前自身的準備」、「教育與訓練的省思」、「行政體系運作的整合」等四個主題。本研究結果建議醫療機構未來在面對災難時，應事先評估災區需求，聯繫當地資源，熟悉應變計畫，加強救災人員身心準備與教育訓練，透過團隊合作、組織同盟以協助救護工作，確實達到搶救生命的目的。

Disasters around the world often result in unexpected damages to lives and properties. On August 7, 2009, Morakot Typhoon brought lots of rainfall and caused great loss in southern Taiwan. Nursing professionals devoted themselves in the rescue mission. This study aimed to identify the needs of the disaster area, the preparation and training of the disaster nurses, and the administrative support required from the perspective of nurses who participated in the rescue mission. Ten nurses from a regional hospital who had participated in the rescue team were invited to attend the focus group with two sessions held in December 2009. The transcript of the focus interview was analyzed by using content analysis. The outcomes of analysis showed that there are four themes, including the need from the witness of disaster scenes, the preparation of participation in the rescue team, the reflection of education and training, and the integration of the administrative system. Findings of this study suggest that evaluations of the needs in disaster areas in advance, connections with local resources, acquaintance with strategies and planning of rescue, and improvement of training of nursing staff for the preparation of rescue mission are all imperative. In the meanwhile, teamwork and alliance with other institutions can further improve the life-saving mission.
