摘要

國內教育和衛生單位積極推動各項菸害防制計畫，包括無菸校園、無菸餐廳、無菸職場、無菸軍隊、無菸家庭和無菸社區等，其目的在降低吸菸率、提升戒治率和降低二手菸暴露率，共同營造無菸健康的環境。本文參考國內外相關文獻，來探討菸害防制計畫的需求評估策略、計畫目標的擬定、及評價的過程等內容，並介紹美國疾病管制局所提出的「綜合性菸害防制計畫評價架構（Program Evaluation for Comprehensive Tobacco Control Program）」，作為國內各界推動菸害防制工作之參考。

The tobacco control programs were enforced in Taiwan, including school project, restaurant project, workplace project, military project, family project, and community project. To reduce the prevalence of tobacco use, enhance the rate of tobacco cessation, and reduce the rate of exposure to environmental tobacco smoke, the purposes of this paper aimed to discuss the needs assessment, goals and objectives setting, and the evaluation process of tobacco control program and to introduce the Program Evaluation for Comprehensive Tobacco Control Program.
