建置中文電子期刊全文資料庫與服務系統初探

摘要

一個擁有多數期刊、具有強大檢索功能，以及能方便遠距下載的期刊全文資料庫，對於使用者而言，可以說是夢寐以求的理想。本文嘗試由臺灣地區「生物醫學期刊數位化計畫」出發，對於建置中文電子期刊全文資料庫與服務系統所涉及的相關議題，包括：確定資料庫內容、回溯資料數位化、授權相關事宜、權利金之給付與查核、期刊出版流程、行銷策略、系統建置與功能設定，以及預期效益等等面向分別加以陳述，期使讀者對於建置電子期刊全文資料庫與服務系統的過程中所應思考與設計的要項有較清楚的認識。

A database covers important journals to critical mass, with powerful search interface, and easy for remote access is the most reasonable electronic resource for users. This article try to start from the project of digitizing bio-medical journals in Taiwan area to the CEPS, discuss the related issues about the selection of journals, the digitized of back issues, the copyright transfer from authors to database producers, the feedback to authors for payment from revenue. It also talks about the flow of journal publishing, marketing, function and the proposed cost-effectiveness in CEPS.
