摘要

本文先從三個層面分折澎湖縣執行外籍配偶照顧輔導政策，（一）政策過程；議題的界定、議程的設定、政策的形成、政策的採用、政策之執行、政策評鑑。（二）政策大環境：政治環境、國際環境、社會興經濟環境、價值觀念、意識型態、結構環境。（三）主要行動者：政府部門、傳播媒體、利益團體。再針對執行成果加以評析及其困境與實際問題，最後提出因地制宜建議。

The content analyzes how the Penghu County executes the policy of charging and guide foreign mates from three aspects. (1) The process of policy: the identification of issues, the setting of agendas, the formation of policy, the adoption of policy, the execution of policy and the evaluation of policy. (2) The whole condition of policy: the political condition, the international condition, the social and economical condition, the consciousness and the structure condition. (3) The main actors: the administrations of government, medias, and the interest groups. Finally, proposing appropriate suggestions after the content evaluates the results of execution and analyzes the hardships and those real existing problems.
