Under the trend of education reform recently, parents, students and the public have paid much attention to the quality and performance of education, and take notice of the teacher professional problem. For building study culture of the link between teacher professional development and evaluation, the Ministry of Education has planed the implementation of the ”teacher professional evaluation”. However it lacks relative laws, it then has been redefined policy as an trial treatment. The Ministry of Education will propose amending the Teacher Law and then make it enacted and came into operation. This study intends to analyse to explore the technical validity and feasibility of the ”teacher professional evaluation”, and for the reference if future policy making.
