Within the past two decades, policy modifications to tertiary education combined with widening enrollment and subsidy plans have vigorously promoted the accessibility of higher education in Taiwan. Therefore, the number of higher education graduates is rising sharply, which accounts for the abundant supply of tertiary workforce. However, the manpower is not efficiently distributed. Overeducation leads to higher unemployment rates among the more highly educated and accordingly causes considerable concern. This study explores the widespread mismatch between schooling and jobs due to the expansion of higher education. Five suggestions have been proposed, which would serve as guidelines to a better development in the future for higher education.
