健保IC卡資訊系統之建置是一件探索性的系統整合工程,所需整合之設備包括有IC卡、讀卡機、健保IC卡數據處理中心內之通訊主機與資料庫主機、醫療院所資訊系統及現有健保資訊系統等,本研究以系統架構、資料流程、實體關聯及系統運轉模式等設計所呈現之系統雛型,可完整地描述出令人易於了解之系統全貌,因而有助於健保IC卡資訊系統之進一步了解。經由澎湖地區健保IC卡實驗計畫經驗,進行系統雛型研發,所研發之系統雛型拋出供各界討論,將有助於收抛磚引玉、集各界智慧及順利推動IC卡等之效。本研究報告所研究出之系統雛型採用分散式系統架構,全國共建置七個健保IC卡資料處理中心,此架構具有不當機機制,高度彈性及易於維護等優勢,為一務實可行且具前瞻性之設計。
It is an explorative engineering of system integration to construct the IC card information system designed for National Health Insurance (NHI) in Taiwan. The integrated facilities include the IC cards, the readers, the communication computer, the database computer, the hospital information system and the current information system in NHI. The system prototype presented by displaying its components including the system architecture, the data flow diagram, the entity relationship diagram and system operation model can describe the whole system picture and help people understand more about the integrated system easily. The extensive and open discussion of the system prototype developed by transferring the experience obtained from the experimental IC card project in Penghu county is a good way to collect the extensive and precious opinions referred to implement the IC card project in Taiwan. The system prototype in the research adopts the distributed system architecture, so seven data procession centers spread in Taiwan. It is a practical, feasible and forward-looking system design due to its characters of nonstop mechanism, high flexibility and easy maintenance.
