SARS風暴籠罩全台,在無預警的和平醫院、仁濟醫院等封院行動以及疫區人士抵台須強制或居家隔離的管制措施,加上媒體爭先搶新聞並大肆散播未經確認的消息,使得整個社會人心惶惶。而台灣醫界能否安然守住SARS之防線,確保人民生命財產的安全,成為大家最關切的議題。 本文旨在探討個案醫院對於防治SARS工作上之危機管理。為了處理醫院突發狀況,防止SARS疫情院內感染,並預防「造成危機」以及「不讓危機一再的發生」,根據危機的行為性質,個案醫院採行不同結構性因應策略。本文透過多元及深入探討醫院危機的意涵、管理方法,應用於SARS防疫工作之危機管理。此外,本文針對各項危機管理防疫作為,提出經驗供相關醫療院所做好萬全防疫措施之參考。
In this report, we present a SARS crisis management acute situation in a medical center. In order to management the acute emergence events, prevent producing and repeating the crisis, different strategies were developed according to crisis progressing situation. The diversity and complexity of this paper, the meaning of crisis, management rules, and aspect of the application were reported. The imposed a structure and process incorporating a plethora of technologies and tools, which proved a successful experience. The integrated all unit such a fashion that prevention, controlled, and treatment, this report preserving their relationships. This presents a way requiring coherence of solutions at all levels: structures, consistency, security, models, and protocols. In addition, this paper presents the structure, the flowchart and the services of a in job training information system that supports open chance for crisis management learning activities.
