醫療品質指標應用網際網路查詢成效評估-以高屏分局轄區醫院為例

摘要


本研究目的在確立高屏地區醫療品質網路查詢指標,並評價本方案實施之成效。實施對象為高屏轄區地區層級以上48家參與本方案醫院,研究工具包括健保局醫療費用申報檔、醫管檔及問卷調查等。本研究結果:(1)確立12項醫療品質網路查詢指標,並建置於查詢網頁。(2)醫院上網查詢率後測較前測提昇56%。(3)醫院網路品質指標應用改善率達50%;醫院層級以地區醫院改善最多(66.6%)。(4)醫院滿意度調查後測較前測提昇73%。(5)節省醫院醫療品質指標統計時問平均每月約4天。(6)指標值定期更新且縮短至目前二個月之落差。本方案實施結果具體可行且成效良好,建議可做為資訊共享及醫療品質共同管理之參考。

The purpose of this study is to establish Enquiry Via Internet about Medical Quality Indicators in the area of Kao-Ping and to evaluate the efficacy of this program. The objects of this program are 48 hospitals in the Kao-Ping area. The data source used in this study included the Bureau of National Insurance's File of Medical Expense, the Bureau of National Insurance's File of hospital management and relative surveys. Six significant result were obtained from this study. (1) 12 indicators of enquiry about medical quality were established and could be accessible though the Internet searching engine. (2) The rate of internet searching by hospital was promoted by 56%. (3) The improvement rate of implementing enquiry via internet about Medical Quality Indicators was up to 50%. District hospitals improved up to 66.6%. (4) The degree of satisfaction of hospitals was promoted by 73%. (5) The time spent on evaluating the medical quality of hospitals was saved 4 days per month. (6) Enquiry via internet about Medical Quality Indicators is updated regulary and the time lag of the information is improved within two month now. The program can be implemented and the results are good. Therefore, it is a good model on the mutual management of medical quality and a great source of information to share.
