摘要
本文藉由探討知識城市的定義與特性，闡述城市在知識管理的過程中具有的重要角色，透過城市知識指標的建立，探討都市知識管理與經濟成長的關係。本文呼應並綜合不同學者所提「知識城市」的概念，試圖建立涵蓋知識管理活動的知識城市指標；此外，本文利用亞洲四小龍的代表城市：台北、首爾、新加坡與香港作爲研究標的，利用本文整理的知識城市指標，賦予這些城市知識城市指標分數，並探討這些指標分數與該城市經濟表現的關係。研究結果顯示除了台北，知識城市指標對於其他三個城市的經濟表現均有很好的描述能力；顯示知識城市指標的建立具有價值，不過其描述的部份以城市本身具備的知識能力爲主，而城市的經濟表現仍受其它因素的影響，例如能否掌握機會、產業結構與制度因素等。

This article first explores the definition and characteristics of the knowledge city, and then analyzes the reasons why cities play such important roles in the process of knowledge management. Through clarifying the relationship between cities' economic growths and knowledge management, this article agrees and integrates the notion of ”knowledge city” proposed by researchers, and also tries to conduct a more complete set of knowledge city indicators. The article utilizes four cities in the so-called newly developed countries in Asia: Taipei, Seoul, Singapore, and Hong Kong as the case study cities. Using the knowledge city indicators created by this study, this article then gives these cities different knowledge city scores, and then discusses the relationship between these scores and the cities' economic growths. The result shows that except Taipei, the indicators are useful for explaining economic growths of the rests of the cities. It also shows the usefulness of knowledge city indicator in explaining the basic knowledge capabilities of cities, however, cities' economic performances are also affected by other factors, such as opportunities, industrial structures, and institutions.
