本文是從重建區社區總體營造計畫之執行來觀察政府如何結合民間各相關專業社群形成的治理網絡,謀求九二一災損社區之重建。 研究中發現重建區社區總體營造計畫執行網絡的運作,過程雖有起伏與波瀾,但基於決策主導地位的文建會,願意虛心學習尊重民間部門的專業,信任私部門的操作,在平等的基礎上協調公私部門機關文化上的觀點爭議;而民間組織也多善盡配合角色,善意回應公部門的政策指導,協力完成計畫任務;彼此間可以說是在平等、互惠與互信的基礎上學習建立有意義的夥伴關係。 故結語指出此一重建區社區總體營造夥伴關係的網絡治理模式的確有其正面貢獻與值得學習之處。
This study seeks to inspect how government unified governance network, formed by various civil organizations and professional groups, to assist communities, damaged during 921 earthquake, in empowering themselves under the project of total community reengineering in 921 Earthquake Region. It is found that the Council for Cultural Affairs, though as a policy dominator, expressed its willingness to give respects to the specialty of civil organizations and to put trust in their manipulation with a receptive mind. Although there were some disputes between the Council for Cultural Affairs and these network contractors in the course of project running. And civil organizations also made a success of contract works friendly corresponded with government's instructions and project mission. So the civil organizations and the Council for Cultural Affairs had built up good partnership each other on the basis of equality, reciprocity and mutual trust. This study comes to a conclusion of that this partnership model of network governance for the total community Empowerment within 921 Earthquake Region is valuable.
