Social Values and Social Control: The Case of Social Assistance in Taiwan

摘要

社會福利包含社會照顧與社會控制雙重功能，一般在研究社會福利時往往著重於社會照顧面的探討，而較忽略社會控制面的解析。本文的目的係嘗試由社會控制的觀點切入，探討臺灣光復迄今社會救助發展過程中在自立自助、家庭責任與行為品性等三方面所反映的社會價值建構，並加以討論。研究顯示我國社會救助中的社會價值控制仍然相當的強烈，而此背後也反映了社會對貧窮與社會救助的思考觀點。

Social welfare in any society has two major functions, namely, social caring and social control. There is much emphasis has been put on the caring purpose, yet the controlling function of social welfare has been ignored. This article tries to focus on the social control perspective in examining social value construction under social assistance scheme in Taiwan after the second world war. Three main social values, work ethic, family responsibility and behavior conduct, are discussed in sequence. Research results have shown the eminent feature of social value control in the implementation of social assistance policy. In addition, the results also reflect the views of society on poverty and social assistance.
