大學圖書館即時數位參考諮詢服務使用者隱私權政策初探

大學圖書館提供即時數位參考諮詢服務時，需要瞭解其目標使用者的特質、需求與行為方式，方能增加服務的使用率。從文獻、政策的分析以及實務經驗分享中可以看出方便快速、匿名性是使用者利用即時數位參考諮詢服務的動機，方便快速可說是該服務與生俱來的特色，但缺乏對使用者匿名性的保障則成為使用量的隱形阻力。鑒於使用者對隱私權的注重，大學圖書館於即時數位參考諮詢網頁上貼示使用者隱私權政策可宣告圖書館對使用者隱私的尊重及處理方式、吸引謹慎的使用者以及預防不必要之誤會。文中以美國2005年排名前50名的大學為例，檢視提供即時數位參考服務的圖書館之使用者隱私權政策聲明，以了解一份專屬與完整的隱私權政策應包含哪些資訊，作者依據12項綜合指標分析之後，據此於文末草擬一份即時數位參考服務使用者之隱私政策聲明稿以供參考。

Understanding target users' inner characteristics and information needs could help librarians pay attention to details that lead to increased use of the service. Live virtual reference (LVR) users value anonymity. A written privacy policy posted on the LVR web page would reassure users of their privacy, attracts vigilant users, and inhibits unnecessary misunderstanding. Through investigating library privacy policies of top fifty universities in USA (ranked by U. S. News & World Report 2005), the article attempts to find what information should be included in a dedicated and thorough privacy policy for live virtual reference users. The author examines these privacy policies posted on the university library web sites using 12 self-developed indicators. The article presents a draft privacy statement dedicated to LVR at the end.
