有鑑於我國原住民勞工工作權的問題日益嚴重,如何提升原住民的人力素質,應是重要的要務。本文以計畫行為理論與社會認知理論為理論基礎,以「態度」、「主觀規範」、「個人知覺行為控制」、「環境因素」四大構面來衡量原住民參與職業訓練之「行為意向」。並以參與93年度南區職業訓練中心原住民職業訓練課程之原住民為研究樣本進行問卷調查。研究發現「主觀規範」與「環境因素」對於原住民參與職業訓練有正向且顯著的影響。顯示原住民參與職業訓練之行為意向受到親友、教會組識、轄區人員的鼓勵或於原鄉開設職訓課程而產生正面且顯著的影響。其次,整體政經環境及政府營造有利於原住民就業之環境因素亦對原住民參與職業訓練有正向顯著之影響。 本文建議未來職訓機構開設職業訓練課程時,須考量整體經濟環境、配合原住民原鄉特色及開設地點等相關因素。同時透過結訓學員及原住民社團來宣導職業訓練之優點,以提升原住民參與職業訓練之行為意向。
Because the work right of aborigine seems serious gradually, therefore how to upgrade their human resource is important. This topic bases on Planned Behavior Theory and Social Cognitive Theory, derive four factors including Attitude, Subjective Social Norm(SSN), Perceived Behavioral Control(PBC) and Environment to explore the Behavior Intention of aborigines who participate vocation training in southern Taiwan. The result discovers firstly ”Subjective Social Norm” and ”Environment” both have positive inference. It means their behavior intention is positively interfered by relatives' recommendation, church origination, authority encouragement and local vocational training. Secondly entire political environment and government effort also have positive inference. This discovery suggests to open some courses in the future must consider about entire political environment, aboriginal home town characteristics and place factors. Through graduated student advocate the advantage about vocational training can raise aboriginal behavior intention.
