台灣公共藝術的反思―有機生命的公共藝術之可能性

Reflections on Public Art in Taiwan-Possibilities for Organic Public Art

摘要


近年來都市景觀的發展成為世界各國重要的研究發展要項。然而,我們對於公共藝術的研究,往往站在建築的角度來思考,由建築物預算切出百分之一的些許資源,處理與環境相關議題。近二十年來,公共藝術的發展衍伸出許多課題,然而尊重藝術家想像力的發展,在某一程度上造成今日公共藝術的氾濫局面。本論文試圖從本人擔任宜蘭縣政府公共藝術審議委員會的實務經驗,探討公共藝術所面臨的問題,最後則從傳統中國風水觀出發,探討公共藝術與傳統文化之間的關係,特別是被視為迷信的風水觀,到底能給公共藝術帶來限制還是另一層面的反思。以下分成公共性的審美教育、公共藝術與建築的結合、有機哲學下的風水與公共藝術等三部分,逐次探討。

In recent years, the development of the urban landscape has become an important area of research and development for many countries in the world. However, most of the studies done on public art have all tried to deal with environment-related issues architecturally by taking roughly one per cent from the overall construction budget as its resources. In the past two decades, many issues have come out of the development in public art, but the respect for artists' development of imagination is, to a certain extent, the cause of public art abuse of today. In this paper, the subject of challenges faced by public art will be explored through the author's practical experience as a member of Public Art Review Committee of Ilan County Government. This paper ends with a discussion on the relationship between the public art and the traditional culture from the perspective of the traditional Chinese concept of Feng Shui風水, in particular the question of whether Feng Shui, a concept regarded by many as superstitious, will bring about restrictions on public art, or another level of reflection. The following discussion is divided into three parts, namely the ”aesthetic education of a public nature, ”the ”merge between public art and architecture, ”and the ”Feng Shui and public art of organic philosophy.”
