結合DANP之MCDM模型探討公部門之專案執行關鍵成功因素－以文官制度與革規劃方案為例

摘要

「關鍵成功因素」各產業已多有探討，惟目前鮮少有關於公部門策略性專案執行關鍵成功因素之研究。「文官制度興革規劃方案」係考試院爲打造出一支優秀的文官團隊以提升國家競爭力的策略性專案。本研究嘗試以該興革方案爲例，使用結合決策實驗室分析法與網路程序分析法(DEMATEL with Analytic Network Process, DANP)探討公部門專案執行的關鍵成功因素，分析該策略性專案執行關鍵成功因素的連動性，建立系統結構模型之「文官制度興革方案」執行關鍵準則因果權重圖，供公部門實施策略性專案管理或學界在研究相關議題之參考依據，建立公部門實施專案管理系統，強化公部門的體質及全球競爭力。

The subject of ”key success factors, KSF” has been widely studied in many industrial sectors. However, few researches have been carried out on the key factors for success in the strategic project implementation of public offices. The ”Civil Service System Reform Plan” is a strategic project for the Examination Yuan to create a capable civil service work team to enhance the national competitiveness. By citing the Reform Plan as an example, this study adopts DANP (DEMATEL with Analytic Network Process, DANP) to explore the KSF in project implementation of public offices and analyze the correlation among the KSF in the strategic project implementation so as to serve as a reference basis for the public offices in exercising their strategic project management or for the academic circles in studying related subjects, in hope of establishing the public project management system and strengthening the constitution and global competitiveness of the public offices.
