摘要

資訊通信技術的持續進步，讓全球的經濟體系由傳統快速邁向數位經濟時代，企業經營益漸重視將資源投注在資訊與知識密集的企業活動。台灣資訊通信技術(Information and Communication Technology, ICT)產業近幾年來的持續成長，對全球數位經濟之發展提供了相當的驅動能量，另一方面台灣產業亦正面臨產業轉型之關鍵時刻，亟需利用資訊、知識、品質與速度提升核心競爭力。本文剖析全球數位經濟之發展趨勢與各國政策，我國ICT產業與數位經濟之發展現況，歸結我國迎向數位經濟的挑戰、機會與推動策略。我國在數位經濟的時代，應持續努力以建構優質之數位經濟環境，鼓勵創新與多元化之應用，以掌握數位經濟的先機，更應策略性的進行相關人才培育的投資及推動具潛力的重點產業，才能提升台灣整體能量，而以堅實的國際競爭力，邁入現代化國家行列。

With remarkable advances in Information and Communication Technology (ICT), the worldwide economic activities are toward digital economy. Instead of capital expenditure, the enterprise is investing in information and knowledge-based business activities. The ICT industry in Taiwan provides an enormous driving force for the evolution of worldwide digital economy system. By the way, the traditional industries in Taiwan are at the turning point of upgrading their capabilities to worldwide competitions, the adapting of new technology of information and communication contributes to the success. In this paper, with a brief survey of the worldwide trend and policies of digital economy, and an investigation of Taiwan's steps, we conclude the challenges, opportunities, and the strategies of digital economy. The diffusion of information technology and the Internet have continued to expand opportunities. Taiwan has to keep pace with the trend to preserve the environment for continued innovation and investment. Moreover, strategic advance to the future market and manpower conversion are crucial to the future of our industries.
