台灣非政府組織於政府外交事務的角色與功能

摘要

國際社會如同國內社會一樣，有著許多行為者在其中互動著。國際社會中的行為者一般包括兩種：民族國家以及非國家行為者，後者包含國際組織如政府間組織、非政府間組織以及跨國企業等等，這些行為者不但有其不同的地位，也有其不同的行為模式。在國際社會之中有許多國家政府，各自在他們所擁有的信念之下替人類社會謀求福祉；而民間團體往往比正式的政府部門更能夠與其他國家與人民建立良好的互動關係，進而開展外交活動。我國外交處境特殊，所以推動外交工作相當困難，只有投入更多的資源和努力，才能在中共的打壓下，找出突圍之道；也才能在競爭的國際環境中，嶄露頭角。因此，如何在國際重要場合中，表達我國的意見，以提昇我國的國際形象與地位，即必須積極開闢新的外交管道。由於受到中共在國際上的嚴厲打壓，我國在許多外交場合當中，無法有效的與他國建立正式的外交關係；所幸透過與其他民間團體的交流，我國運用在所謂的「務實外交」與「第二軌外交」，尚能與世界各主要國家保有實質的政治與經貿關係。本文藉由非政府組織的概念，並以國際體系、國際非政府組織、外交政策等面向探討我國外交的現今情況，進而思考我國當前及未來可以努力的外交方向。

There are Actors which are interactive among the international society that is similar to internal society. Generally the Actors of international society include Nation-States and non-government Actors, such as international organization which IGOs, INGOs, and transnational corporations included. These Actors not only have different status, but also behavior pattern. Among the international society, many governments which have their own faith pursuit welfare for human society whereas civic organizations which expand their diplomatic activities often establish good interactive relationships with other countries and people easier than the department of official governments do. The diplomatic position of our country is too special to hold the diplomatic work, because the China. All that we can do is make great efforts to find the solutions under the press of the Communist China. Moreover, we can be prominent in the competitive international circumstance. Therefore, we need to open up new diplomatic tube actively in order to express our opinions and enhance our international image and status in the international occasion. It is ineffective to establish formal diplomatic relationship in many occasions due to under severe pressure from Communist China. Fortunately, through the exchange opinions with civic groups, our country can keep the virtual diplomatic, economic and trade relations with principal countries of the world in so-called pragmatic and second-track diplomacy. This text using the conception of TNGOs, international system, diplomatic policy approach the situation nowadays. Furthermore, we need to think seriously about our diplomatic direction nowadays and future.
