公部門績效評估技術與指標建立

Techniques for Evaluating Public Sector Performances and Establishment of Performance Indicators

摘要


績效評估由於具有幫助管理者達成業務監測、激勵與改進的功能,因此,不論在企業管理或公共管理均受到普遍的重視。隨著時代的進步,績效評估理論也不斷在進化,由早期強調過程管理,著重個人績效衡量,逐步走向組織與個人目標結合的目標管理,迄今更進一步發展與策略管理、預算編列、激勵制度、人力發展等各項制度結合。績效評估技術與指標建構,也隨著績效評估理論的發展,日趨嚴謹與複雜。本文主要探討公部門績效評估技術與指標建立,希望能讓社會各界對公部門績效評估的技術、指標建立及未來政府績效評估之構思等,有更深入了解與認識。

Being capable of assisting administrators in achieving the goals of monitoring, encouraging, and improving performance, performance evaluation has been widely employed both in business administration and public administration. Theories of performance evaluation have developed over the years from the concept of focusing on procedure management that emphasizes on evaluating individuals' performances to objective-oriented management that combines organizations' and individual's objectives, and are now integrating with strategy management, budgeting, incentive system, and human resources development. Performance evaluation and the establishment of performance indicators are becoming more systematic and complex as a result of the evolution of performance evaluation theories. This study discussed techniques for evaluating public sector performances and approaches to establishing performance indicators in the hope that people will have a better and deeper understanding of such techniques and indicators, as well as ideas of how government performances will be evaluated in the future.
