摘要

金融監督管理委員會就金融跨業監督之設計，帶領我國進入新一階段的金融秩序管理。由於金融業本身特殊性，向來為世界主要國家財政部門高度重視及金融監理之對象，然而隨著世界潮流之衝擊以及WTO談判中要求開放金融服務業市場呼聲後，政府應以積極的態度面對金融版圖的劇烈變動，進而減少或取消各項金融法令之限制，以提昇金融產業的競爭力。為使我國金融發展足以符合現代世界潮流，積極就各項金融業務之監理法規，如「銀行法部份條文修正案」、「金融機構合併法」、「信託業法」、「金融重建基金設置及管理條例」、「存款保險條例部分條文修正」、「金融控股公司法」等制訂或修正，以期得與世界金融潮流接軌，並期得因而能使台灣成為亞太新金融中心。

A supervisory mechanism covering the entire spectrum of financial services industry, as designed by the Financial Supervisory Commission, is destined to lead our country into a new era of financial supervision. Due to idiosyncratic nature of the financial services industry, supervision of the sector has received a great deal of attention from the monetary authorities of major countries worldwide. Nevertheless, as demanded by the rising tide of globalization and the pressure to open financial market during and after the WTO negotiations, government of Taiwan should face the reality of dramatically altered financial landscape by reducing or even abolishing restrictions imposed by existing financial regulations in order to enhance the competitiveness of our financial sector. To go with the flow of financial deregulation, our government should proactively legislate or amend the existing laws, such as Banking Law Amendments Bill, Credit Institutions Merger and Acquisition Law, Trust Business Law, The Set-up and Management of Financial Reconstruction Fund Regulation, Deposit Insurance Regulation Amendments Bill, and Financial Holdings Company Law, in order to be an integral part of global financial services industry and to enable Taiwan to become a new financial centre in the Asia-Pacific region.
