The main purpose of this paper is addressed to discuss the contemporary issues of financial reforms, and to probe how to create an effective financial safety net, which including an effective and safe regulatory regime, sound deposit insurance regime and effective exit mechanism for financial institutions, in order to smoothly accommodate to the financial environments in the post Financial Restructuring Fund era.
