The Development and Interaction of Information Technology across the Taiwan Straits in New Economy Era

摘要

以資訊科技、數位經濟、及知識經濟為主導的新經濟形態不但明顯的改變了國家間的互動關係，更豐富了權力的內涵。在新的經濟網絡中，企業如何生存、國家如何協助企業提升競爭力、以及國與國之間如何在互賴情境中尋求彼此的最大獲利都是值得深入探討的問題。本文的目的有二，一是嘗試從國際政治理論出發，暸解新經濟時代對國際關係本質所產生的影響，尤其是有關權力與互賴的概念；二是暸解兩岸在資訊科技產業的發展與彼此的互動現況及其限制。本文發現，兩岸若能發揮彼此的競爭優勢，力求終止彼此之政治歧見，且建立相互合作的機制，則創造出屬於兩岸共有的資訊科技王國當屬可能。

New economy, leading by information technology, digital economy, and knowledge economy, has not only significantly changed the interaction among nations, but also enriched the content of power. Under the new economic network, the puzzles, such as how business can survive, how state can help business to stimulate competitive advantages, and how state can obtain maximized interest within economic interdependent circumstance are worthwhile to do further research. The objectives of this paper have twofold. One is to attempt to understand the impact of new economy on the nature of international relations, particularly on the concepts of power and interdependence; And the other is to understand the development and interaction of information technology across the Taiwan straits. This paper argues that if both sides across the straits can cooperate in economic terms and terminate political confrontation, then the sector of information technology between two sides.
