The Keynote of China's North Korea Policy and Its Perception on North Korea's Nuclear Issue in Hu Jintao Era

摘要

本文的目的在探討胡錦濤時期中國對北韓政策的核心基礎與對北韓核武問題認知的變化。研究結果是中國對北韓政策基礎可整理為以下四大方面：第一、維持北韓體制的穩定；第二、解決北韓核武問題和朝鮮半島無核化；第三、維持對北韓的影響力；第四、引導北韓走向改革開放。除此之外，雖然中國在面對兩次北韓核子試驗等核武問題的過程中，對北韓認知產生變化，但並未形成有意義的「政策變化」。所以南韓政府需要突破中國對北韓認知變化的「臨界點」，在促成中國對北韓政策變化中，尋求更為積極的戰略性角色。

This paper aims to drawing China's North Korean policy keynotes and perceptions on the North Korean nuclear issues in the Hu Jintao Era. The main result of this study is to find four keynotes of China's North Korean policy: firstly, keeping the stability of North Korean political system; secondly, solving the North Korean nuclear issues; thirdly, maintaining influence toward North Korea; and fourthly, inducing North Korea to ”open door policy”. And through the North Korean nuclear experiment, China's perception toward North Korea has seems changed, but it has still not reflected on meaningful policy.
