This review identifies and analyzes two dilemmas for the new cabinet. The first dilemma is the minority government, and the second is the constitutional position of the Premier. These situations will make it difficult for the Premier to win support from the opposition parties. Due to confrontation between the President and the majority opposition parties in the Legislative Yuan, the cabinet's administration will be stuck. To reconcile the reality of the minority government, both the ruling party and the opposition party should seek to establish an alternating mechanism between the presidential system and the dual leadership system, which would allow the President to share personnel and power with the Premier in matters of national defense, diplomacy, and cross-strait relations. With this alternating mechanism, the ineffective minority government of the past will not emerge again.
