本文透過新竹科學園區宜蘭基地設置的案例,檢視開發計畫流程中的公民參與制度,並藉由環評說明會、公民會議的參與觀察,公部門與在地居民的深度訪談,了解現行民眾參與高科技開發計畫之管道與困境。初步研究發現,科學園區發展規畫在公部門菁英式的政策主導下進行,整個決策過程中民眾能參與的機會甚少;而過程中形式主義的參與機制,缺乏有效多元的資訊提供,無法營造公共討論氛圍,民眾與政府之間的信任鴻溝日益擴大。本文針對這些困境提出反思,並建議在現行制度中導入審議式民主概念,促使決策過程資訊透明,增進公共討論品質,而公部門人員更需要認知自己在行政民主中的角色轉換,成為公民參與實踐中的共同學習者。
Using the example of Hsinchu Science-based Industrial Park at Ilan site (HSIP, Ilan), this paper examines the forms and impacts of public participation in the decision-making processes. The research adopts qualitative research methods, collecting data through interviews and field observation, to analyze the constraints of public participation in the policy process of planning HSIP, Ilan. This paper argues that the planning of the high-tech park is fully led by the political and technocratic elites, while the process offered little opportunity for public to voice out their concerns. Moreover, overlooking the necessity of information provision and comprehensive design of participation process, the current policy mechanism does not foster substantial and meaningful public participation. As a result, the mistrust between governments and the public has increased. The paper further analyzes the forms, characteristics, process design, and outcomes of the local initiated citizen conference. We conclude that the practice of deliberative democracy presents an opportunity to improve the quality of public participation and discussion. We also emphasize the need for role transformation of the public administration, as to be a co-learner in the public participation process.
