摘要

解放軍空軍度過60年歲月，目前是以預警機和加油機配套的第3代戰機為骨幹，戰力呈現跨代的提升。宣稱正研製第4代戰機，將在8－10年裝備部隊。研製軍民用大飛機，可提高戰略投送能力及作為特種飛機平台。研製中長程偵察無人機及攻擊無人機，對未來空戰產生革命性影響。俄國拒絕向中國大陸提供第4代戰機技術，將比解放軍空軍更早部署第4代戰機。美國已擁有F-22/35第4代戰機，澳、日等盟國將相繼部署F-35戰機。印度從不結盟轉向適度發展對美關係，分從美、俄引進武器。東盟多為中小型國家，只能支撐有限的國防現代化，其Su-30／F-15SG質量與解放軍空軍相當。我國應堅守以美日為首的防衛體系，採購F-16C/D，提升F-16A/B及IDF性能，研發無人攻擊機，與周邊國家情報交流與合作，以及建立多邊軍事互信應對。採購F-35只能列為中長程目標。

While celebrating its 60th anniversary, the war-fighting capability of the People's Liberation Army Air Force (the PLAAF) has been enhanced dramatically and now is presently equipped with third-generation fighters, supported by aerial refuel tankers and airborne early warning aircraft. The PLAAF announced that its fourth-generation fighter (fifth-generation fighters in the West) is currently under development and would enter service in eight to ten years. The PLAAF is also developing a big jet air-lifter and various of unmanned aerial vehicles (UAVs) and unmanned combat aerial vehicles (UCAVs), which will have revolutionary impacts in the future air warfare. However, Russia has demonstrated its unwillingness in co-developing the PLAAF new generation fighters, and will deploy its version of F-22 fighter ahead of China. The United States already posses superiority in the form of F-22/35 fighters and will export F-35 to its allies in the Asia-Pacific region. India and the Southeast Asian nations are also keeping an eye on the PLAAF's ambitious modernization programs. To ward off the PLAAF threats, the Republic of China Air Force (ROCAF) may list the acquisition of F-35 fighters as a long-range goal in addition to the procurement of a new batch of F-16 C/D fighters, while upgrading its F-16 A/B and IDF inventories, whilst developing its own UCAVs. Moreover, the ROCAF has to promote intelligence exchanges and to engage confidence-building measures (CBMs) around the friendly Asia-Pacific countries.
