Lacking historical sovereign legitimacy in South China Sea and being inferior militarily to China, Vietnam has developed the following main policy: ”occupy and exploit archipelagos along with international multilateral cooperation.” In other words, in addition to the continuous construction on those archipelagos, Vietnam also used petrol and gas resource as a bait to invite other countries to explore this disputed region with the intention to bring American interest and the UN security issues into South China Sea regional conflict solving. By doing so, Vietnam hopes to consolidate its sovereign legality and legitimacy in South China Sea.
