摘要

一、軍事學說的規定可因考量到軍事政治局勢的變化、軍事威脅的性質與內容、國家軍事組織的發展及運用，以及總統對聯邦議會有關指示規劃使用武裝力量及其他部隊、軍事組織及機構的年度咨文，及有關確保軍事安全問題的其他文件而予以確定或補充。二、新軍事學說呈現出俄羅斯軍事戰略朝向更趨現實取向及更為適應國家安全環境需求；而為持續維持內部穩定環境，以為國家轉型時期經濟發展創造條件，核武力仍將繼續扮演穩定國家安全的重要後盾。

First, the military doctrine's stipulations can be confirmed or supplemented by considering the following factors such as changes in the military-political situation, the nature and makeup of military threats, the development and employment of nation's military organizations. These issues have been well addressed in the Russian Federation president's annual messages regarding directives for the use of force and other troops to the Federal Assembly, annual consultative speeches of military organizations and units, and any other documents related to safeguarding the Russian Federation's military security.Second, military strategy of the new Russian military doctrine appears more realistic and more adaptable to the safe guarding state safety of Russia. In order to maintain the internal stability of the state, and to create conditions for economic development, nuclear capability will retain its importance as a credible deterance for national security.
