The Economic Bubble in Japan Connected with Maekawa Report: Ill Effects Due to Expanding Domestic demands out of Structural Transformation of Japanese Economy

經過二戰後的復興,然後迎接高度成長,早在1960年代末便成為世界第二經濟大國的日本因為在1985年的廣場協定配合美國政策導致日元大幅升值,因此促使日本企業的海外投資生產迅速擴大。翌年,強調結構轉換、擴大內需的「前川報告」被提出,試圖藉由貢獻國際社會而邁向國際化。但是之後形成熱中於內外金融及不動產投資、休閒開發、海外觀光的泡沫經濟。1990年代初期泡沫經濟破滅,日本經濟陷入空前的不景氣。接著,出現了「失落的10年」「空白的20年」的說法。如果將廣場協定視為泡沫經濟形成的原因的話,泡沫經濟崩潰就是日本經濟因為不景氣而一直無法恢復的原因。而日本經濟衰弱的源頭被認為是「前川報告」。其中的產業結構的轉換而形成的內需擴大被認為是泡沫形成的真正原因。儘管如此,藉由前川報告的擴大消費、經濟、政治、社會、文化大國的一部分實現是被承認的。

After the postwar revival, then the welcome grows highly, as early as then became the world second economical great nation in 1960 the end of ages, Japan because coordinated the American policy in the Plaza Accord in 1985, Japan cooperated with U.S. policies, which led to the sharp appreciation of the Japanese yen. Under the pressure of this appreciation, Japanese enterprises' overseas investment and production rapidly expanded. In 1986, Maekawa Report was proposed with the aim to expand domestic demand through structural transformation, thus contributing to the international community for internationalization. However, it led to the bubble economy of domestic and international financial and real estate investments. Economic bubble burst in the early 1990s; the Japanese economy fell into an unprecedented slump. This paper argues that the sources of The Economic Bubble in Japan included the Plaza Accord, which is the indirect external factor, and the Maekawa Report, which is the direct internal factor. Although Maekawa Report cannot realize all of Japan's international attempts for the reason of recession, some of its achievements are worthy of recognition.
