摘要

本文以『二○二○健康國民白皮書』內容為主，將該白皮書中所提之普同主義精神作深入之探討與分析。文中指出因為西方社會以個人自由主義為主的公共政策論述不足與個人自由主義在面對身心障礙人口時，適用性的爭議，身心障礙人口的權益保障，除平等基礎之外，更需要考慮積極權利部分的保障與政府介入之必要性。文章分為兩個部分，第一部份是以抽象概念為主，第二部分則是摘要身心障礙國民健康白皮書的各組內容為主。

Based on Health Policy 2020, this article aims to elaborate more deeply on the concept of universalism and its implication to public policy for disabled population. The author argues that while liberalism has its main contribution on Western countries' welfare policy, its main weakness has always being the assumption of human ability, under which people with disabilities cannot fit into is main frame. Instead, the author adopted position similar to universal understanding on disability, under that framework to develop the main framework of conceptualization the health policy for people with disabilities in Taiwan. The contents of this paper mainly divided into two parts, one is abstract level on various argument, and the second part is the main results from various recommendation delivered by people with disabilities. In addition, we also adopted the concept of life course to set up our goal for health promotion of each group.
