State and Marriage Politics: The Cross-Border Marriage between Taiwan and Vietnam

摘要

國家危機論述的製造，是國家機關鞏固其意志與權力運作的重要工具；而一種對於理想社會的想像是可以在人體的監控上實現。台越國家機關對兩造跨國婚姻的規範與控制意圖，毫不掩飾一個父權式的國家機關對民間社會的支配意圖。不論在所謂的自由民主國家或社會主義國家中，隨著經濟的發展與民間社會的興起，國家機關並未退出私人家戶領域，仍透過各種危機論述積極的干預與監控私領域與人體。在本篇文章中，作者即以台越跨國婚為例，討論了台越政府如何在論述與行動上滲透進入私領域，也說明了在台灣的「越南新娘」身上如何體現了「種族區辨」與「父權國家」的政治與社會意義。

Discourses on the hopes and expectations of Vietnamese brides constitute crucial elements in respect to the Taiwan-Vietnam cross-border marriage debate. This paper examines the social implications of recent state policies in both Taiwan and Vietnam in their attempts to invade domestic life and to manipulate the reproduction of the Vietnam women concerned. By exploring the logic of official discourses and policies, I argue here, that the power of the State over the marriage politics in both Taiwan and Vietnam, has depended upon the management of national crises to legitimate the interventions of the governments in both countries.
