民用機場行銷策略之研究-以廈門高崎機場為例

摘要


一般民用機場的經營係屬於政府專門技術部門監督管理的業務之一,經營上以配合政府整體政策為考量,機場發展性以保守穩健的方針作經營,其相關設施具有局部壟斷的特性。因此,顯少導入企業化專業經營、及以市場行銷的概念來提升競爭力及經濟效益。故本研究目的以廈門高崎機場之經營體制、內外發展條件及未來趨勢,運用了市場行銷策略統合原本分立之機場管理與周邊產業開發、及推動「海峽西岸經濟區計劃」政策中,創造未來直航的優勢。本研究以探索廈門高崎機場面對競爭的環境中,機場經營者以行銷策略模式,進行發展航空業務與非航空業務、策略聯盟、政策環境、競合關係中創造市場商機。在研究過程中,以行銷4P策略理論為基礎,蒐集大陸民航總局與廈門高崎機場出版的相關刊物,佐以訪談兩岸的機場經營者及與航空公司管理者之論述、以SWOT的分析呈現廈門現在內、外部環境因素分析,提出廈門高崎機場未來的發展趨勢。並在結論中建議:機場為提升國家競爭力,應朝民間企業化經營,除扮演著交通要角,亦應配合地區的經濟發展,鼓勵航空業者加入機場營運,帶動航空客、貨運物流。是此兩岸直航在即,提出以大陸廈門高崎機場,空港集團經營為範疇;所謂的「他山之石可以攻錯」,期以建立良好的機場營運機制,發揮整合行銷的功能,促進航空業務與非航空業務能夠並進發展,並提供一個優質完善的聯合服務機場,帶動周邊產業的發展及民航事業的新契機,此值得台灣民航主管機關借鏡之處。

Airport operation is managed under government's authorities, policies and considerations directly. Thus, airport development has monopolized, localized characteristics which less concepts of specialization and marketing management and less competition and economical efficiency. The purposes of research toward Amoy airport are focusing on management structures, internal and external development elements and future trends. This research explore Amoy airport in the competition and stressful environment which airport operators use the model of marketing strategy to analyze aviation industry and non-aviation industry, strategic alliance, environment policy, competitor relationship. Aviation marketing in both Taiwan and China develop rapidly; the idea of how to operate airport surrounding area and combine with airport characteristic will be the first priority nowadays even future. In this research, which base on SWOT concept to analyze internal/external environment factors of Amoy and generate the report of development trend in the future. In the conclusion, in order to improve country competition toward operate in local enterprise, airport not only provide transportation service but also encourage airline industry to add into/participate airport operation, which could promote passenger and cargo operation. As example of Amoy airport, it establishes suitable airport operation method by joint development of aviation industry and non-aviation industry. The Taiwan Civil Organization can follow the usability of it.
