Local Self-Government Groups can legislate and execute self-governance items and local legislative departments and executive departments can enact self-government regulations. The problems are how a superior authority supervises local self-government groups under the premise of respecting local self-governments and what are the means and procedures of such supervisions. They are unclear or even exist some loopholes in the terms of our local system laws. The article is trying to explore distinctions of density (criterions) of supervision by local regulations. At the end, the article explores if the supervision measures on local regulations in local system laws meet the nature of local self-government. The conclusions could be provided for the reference in the period of revision of local system laws.
