外勤基層員警對資訊素養能力提升的研究－以台北市為例

摘要

在知識經濟的社會裡，培養基層員警具備警務資訊擷取、應用與分析的能力，已然成為員警執行勤務必備的重要課題，而其本身資訊素養(Information literacy)程度的高低是其中的成敗關鍵。本研究將探討台北市基層員警是否知道何時需要資訊，並能有效利用內政部警政署知識聯網等警務資訊系統找尋和利用資訊的能力。根據此一想法，設計出問卷來進行研究，問卷內容分成五項：一、警政網頁專業素養；二、媒體素養；三、電腦素養；四、網路素養；五、提昇資訊素養方式的相關議題。
針對台北市政府警察局選擇6個分局35個派出所共發出360份問卷作為樣本分析，希望藉此瞭解台北市基層派出所員警資訊素養能力的現況以及應具備的資訊素養，並提供台北市員警或相關單位培育警員資訊素養能力措施之參考。
藉由本研究之探討結果來擬定相關的建議，以作為未來台北市政府警察局針對各外勤基層派出之依據，並能提昇警察局的服務效率增進民眾信心成為良好的伙伴關係。

In the society of knowledge-based economy, training the basic-level policemen to have the capability for the acquisition, application and analysis of police information has become an important subject and one of critical successful factors is the information literacy level of the basic-level policemen. Based on the police information system, this study is to examine whether Taipei's basic-level policemen are aware of what information they need and how the information can be effectively found and applied. Accordingly, a questionnaire is designed for this study, and the five main constructs of the questions are 1) literacy to professional police website, 2) media literacy, 3) computer literacy, 4) internet literacy and 5) the ways to enhance information literacy.
A total of 360 samples were analyzed from the 35 stations in the six branches in Taipei city. Based on this investigation, expect to learn about the Taipei city police station in the grass-roots information literacy capabilities, and should possess the status of information literacy, and provide a police or relevant units of the Taipei city police information literacy capacity-building measures to cultivate a reference.
By exploring the results of this study draw up its recommendations, in order to provide the future of the Taipei City Police Department for the primary. And, upgrading the service efficiency of the police administration will help to achieve the aim of increasing the public's trust in the police and becoming good partners.
