為了營造健康的社區,行政院衛生署於國民保健計畫中提供三年的經費鼓勵社區民眾組織「社區健康營造中心」,從2000年至2005年7月底止,累計補助成立325個社區加入此計劃,期使居民能擁有健康的生活環境型態,落實健康的生活。本文應用茁根理論的質性研究方法,探究第一批接受補助經費滿三年、自認為在沒有經費補助的情況下仍能永續經營的社區健康營造中心,以瞭解期間經營的策略為何。於2002年底聯繫符合條件的三家社區健康營造中心,2003年初完成每家1.5小時以上的深度訪談,經同意於訪談全程以錄音方式紀錄,訪談結束轉錄為逐字稿,以持續比較分析法進行稿件資料的分析,並歸納出社區健康營造中心永續經營的四大主題:(1)社區、健康、營造-環環相扣的核心策略;(2)永續推手服務情-志工身體展現健康就是健康促進的最佳工具;(3)健康生活化、生活健康化-發展適切當地文化的健康促進模式;(4)健康延伸點、線、面-健康讓社區更凝聚。研究顯示,社區營造中心永續經營的經驗不但使社區民眾獲得充能的經驗,更使健康生活的知識得以解放。
As part of a long-term strategy to build healthy communities, the ”Promoting Community Health in Three Years” project, sponsored by the government, encouraged residents to lead healthy lifestyles. The project helped communities organize their own healthy community centers and, from 2000 through July 2005, more than three-hundred such community centers were established. A grounded theory approach was used to explore the operations of these centers. Three in-depth interviews with managers of sustainable community centers were conducted and audio-taped in early 2003. Each interview lasted about 1.5 hours and data were transcribed verbatim. The constant comparison method was applied for data analysis, which generated the following four themes: (1) healthy communities are built through core strategies, (2) healthy bodies are the best health promotion tools for successful health promotion, (3) healthy life results from local health promotion model considering culture characteristics, and (4) a common sense of health brings communities together. The research indicated that the experience of building healthy community centers not only empowers residents but emancipates their knowledge regarding health.
