地理資訊系統技術於河川自然淨化系統選址之應用-以人工溼地為例

摘要


台灣地區環境保育意識推廣日益普及,社會民眾對河川治理事業及水資源開發事業必須兼顧河川生態之要求日益提升,其中自然淨化處理系統(簡稱自淨系統)為在可進行利用的河川高灘地上,提供低透水性土壤底層,創造溼地動植物生態,進而應用於廢污水淨化及水資源管理的一種永續生態工法。本研究利用環境地理資訊系統(GIS)技術,針對大甲溪流域內所蒐集之基本自然環境、污染調查、災害環境等資料,建置空間圖資與屬性資料庫。此外,亦將所蒐集到之國內自淨技術基礎理論資料建置於GIS中,最後配合人工溼地的自淨系統技術,開發成大甲溪河川自然淨化處理資訊系統,以提供決策者便捷查詢自淨系統適作場址空間位置,並可估算該場址面積與處理後的水質。此一決策支援系統工具之開發可提供相關業界或政府單位,結合現有已開發或開發中的河川污染與水資源保育等管理資訊系統,進一步探討河川自淨系統適作場址的生態淨化功能並評估環境改善效益,以達到有效推動河川自淨系統發展及河川資源保育的永續發展目標。

Because the concept of environmental restoration is getting popular in Taiwan, the request from general public for keeping balance of river ecology while performing river management and water resource utilization simultaneously is increasing. Among the feasible ecological technologies, natural treatment system (NTS) is able to use high land with the river providing low permeable liner forming wetland habitats for animals and plants, and also can be treated as a sustainable ecological technology for wastewater treatment and water resource management. This study is using geographic information system (GIS) to build up spatial and attribute database about natural environment, pollution investigation, and hazard environment in the Tachia river catchment. In addition, we slao build up technology database of natural treatment system into GIS, and then develop the Tachia river natural treatment information system associated with constructed wetland technology. This system can provide the decision maker to simply query suitable site for natural treatment system and evaluate site area and purified water quality. The development of this decision support system can be applied by related industries or government to associate with developed and developing information management systems about river pollution and water resource restoration and further investigate the estimation of river natural purification system and environmental improvement. The expected results of this study are able to widely and effectively achieve the purposes of development on river natural treatment system, river resource restoration, and river sustainable development.
