美國國際教育政策與做法現況之分析兼論其對臺灣國際教育之啟示

International Education Policies & Strategies in the United States and their implication for Taiwan

摘要

全球化已經不是一種選擇，而是目前全世界正在面對的事實，我國於2011年公布的「中小學國際教育白皮書」提出教育的新需求與承諾，教育體系被期待應該扮演積極角色，協助國人做好準備，進一步與國際接軌。本研究發想於國內的教育現場，臺灣的教育日漸與國際接軌，因美國居世界領導之地位，各方面世界局勢使美國甚早有頻繁之國際交流，故研究者欲借鏡美國之國際教育理念演進與推動，再以美國2012年公告之聯邦教育部國際教育策略、美國北卡萊納州國際教育計畫與臺灣教育部2011年之中小學國際教育白皮書為主軸，探討美國與臺灣實施國際教育之社會背景、實施政策，最後比較其異同，再提出相關建議。本研究之目的如下：（一）探討美國國際教育政策內涵；（二）探討臺灣國際教育政策內涵；（三）比較美國與臺灣之國際教育政策；（四）根據研究結果提出相關建議。根據文獻探討，美國與臺灣之國際教育政策異同如下：對社會文化環境注重程度與願景不同、教育部所扮演的角色不同、國際教育政策實施範圍與權責不同、國際教育政策發展方向不同、對教育體系的期望不同、同樣透過國際性評量掌握教育現況、同樣積極建立國際夥伴關係。對我國推動國際教育政策之建議如下：定期向全球發布我國國際教育推行成效、適時調整國際教育政策與回應社會現況、成立完整的國際教育資訊平台、進行跨部門合作網絡、積極發展國際夥伴關係、研擬學前教育階段與課後社團進行國際教育活動之可行性、挹注經費促進教師在國際教育素養之專業成長、擴大國際教育為整個社會目標，而非只是教育目標。

This study will explore the policies of international education in USA and Taiwan. Compared with international education policies in USA and A white paper on international education for elementary and secondary schools in Taiwan. The purposes of the study are : （a） to understand the content of internaional education policies in the USA; （b） to understand international education policies in Taiwan; （c） to compare the international eduation policies in USA and Taiwan; （d） to provide some suggestions for the development of international education in Taiwan. The methodology of this study is document analysis. In this study, the researchers intend to provide some perspectives to improve the international education policies implementation in Taiwan based on the analyses of American experience.
