The study is to investigate the workload of junior high school teachers at small schools in rural areas. Questionnaires were used to analyze the current situation of 280 subjects. The framework of teachers' human resources is also analyzed by using General Curriculum Guidelines of Twelve-Year National Fundamental Education. The findings are as follows: 1. The number of personnel affects specialty teaching. Teachers have to teach different learning fields other then their own specialty learning field. The smaller the schools are, the situation is more severe. 2. The workload of administration of service in schools of one to six classes is obviously heavier. 3. Specialty teaching hours in schools of one to six classes are significantly low. 4. Students' affairs, administration, and extra activities are the main reasons for heavy workload.
