颱風災害防範之研究

臺灣位於亞熱帶地區，都市與山坡地之間，在過度開發的情況下，大部分的人口，是集中居住於大都會之中，但仍有少數的人口，是住在危險的山坡地和邊緣地區，當颱風或雨季來臨時，常因瞬間降下大量的雨水，導致低窪地區的排水系統，宣洩不及，山坡地的地質或土壤鬆動，以致發生嚴重的淹水與土石流的狀況，不時還會造成人員、建築物、橋樑與農作物之傷亡或破壞與經濟上的損失，故颱風或水災的災害防範，就越顯重要。臺灣已是開發中的國家，為何每次在經歷颱風的侵襲之後，皆會造成重大的損害呢？筆者用實際從事防災工作的經驗，引卡玫基颱風之災情統計為例加以探討災害發生之原因，發現公部門及民眾們，對於都市排水系統與山坡地水土保持及河川疏浚等防洪措施，長時間是處於漠視的情況，才會導致重大災害的發生，筆者根據研究結果，提出防範颱風災害之應有的整備與應變和復原機制等建言，以祈喚起政府與民眾們，對於颱風災害的防範，能多一分的注重與認識，方能降低災害發生之機率。

Therefore, the prevention calamity is very important to us Taiwan belongs to the development country, But those unfortunate situations still can't he stop so author provides some resolution according to his working experiences in disaster prevention Take kalmaegi Typhoon as example, we will discuss about how the disaster happened and how we can do to prevent or reduce the loss in typhoon and we can also want to remindthe government and people to aware of the dangerous of natural disasters.
