English learning is a world trend. Non-English speaking countries, including Taiwan, try their best to enhance their people's English proficiency. In 2001, the fifth grade students began to learn English formally in Taiwan. In 2005, even the third grade students began to be offered Eng1ish courses in their regular curricula. Obviously, English plays an important role in Taiwan's education. Motivation is the fundamental element in the process of learning. No motivation, no learning. If English teachers understand learners' learning motivation more, they can seek more relevant resources for learning. However, there is no English learning motivation scale for elementary school students. Therefore, it seems necessary to develop an English learning motivation scale to assess learners' English learning motivation, through which English educators could design appropriate programs and apply suitable teaching methods and materials according to learners' learning motivation.
